DEPARTMENT OF ENERGY
Federal Energy Regulatory Commission
[Docket No. RP97-346-012]
Equitrans, L.P.; Notice of Proposed Changes in FERC Gas Tariff
January 6, 1998.
Take notice that on December 31, 1997, Equitrans, L.P. (Equitrans)
tendered for filing as part of its FERC Gas Tariff First Revised Volume
No. 1, the following revised tariff sheets, with an effective date of
September 1, 1997:
3rd Sub Second Revised Sheet No. 262
3rd Sub Second Revised Sheet No. 263
Equitrans states that these revised tariff sheets are submitted in
compliance with the Commission's December 15, 1997 Letter Order on
Equitrans' negotiated rates tariff filing. The Commission held that the
revised tariff sheets generally complied with its prior orders and
requirements for negotiated rates. However, the Commission required
Equitrans to additionally modify Sections 30.3 and 30.4 of its General
Terms and Conditions to provide that when evaluating competing recourse
and negotiated rate proposals, only the reservation charge or other
form of guaranteed revenue may be considered and that guaranteed
revenue will be considered in evaluating capacity release revenue.
Equitrans states that the proposed revisions to Section 30.3 and 30.4
of the General Terms and Conditions clarify that reservation charges
will be used to compare discounted and recourse rates for capacity
allocation, curtailment, and capacity release purposes.
Equitrans states that copies of this rate filing were served on the
parties to this proceeding, as well as Equitrans' jurisdictional
customers and interested state commissions.
Any person desiring to protest this filing should file a protest
with the Federal Energy Regulatory Commission, 888 First Street, N.E.,
Washington, DC 20426, in accordance with Section 385.211 of the
Commission's Rules of Practice and Procedure. All such protests should
be filed as provided in Section 154.210 of the Commission's
Regulations. Protests will be considered by the Commission in
determining appropriate action, but will not serve to make protestants
parties to the proceeding. Copies of this filing are on file with the
Commission and are available for public inspection.
Linwood A. Watson, Jr.,
Acting Secretary.
