Approval and Promulgation of Implementation Plans Georgia:
Approval of Revisions for Transportation Control Measures
AGENCY: Environmental Protection Agency (EPA).
ACTION: Proposed rule.

SUMMARY: EPA is proposing to approve revisions to the Georgia State
Implementation Plan (SIP) submitted through the Department of Natural
Resources on August 29, 1997, requesting the incorporation of five
transportation control measures (TCMs). This action only addresses the
incorporation of one of the five TCMs submitted for approval into the
SIP. Action was taken on the other four TCMs in a separate rulemaking
action. The subject of this action is an alternative fuel refueling
station/park and ride transportation center project located in Douglas
County.
In the final rules section of this Federal Register, the EPA is
approving the State's State Implementation Plan (SIP) revision as a
direct final rule without prior proposal because the EPA views this as
a noncontroversial revision amendment and anticipates no adverse
comments. A detailed rationale for the approval is set forth in the
direct final rule. If no adverse comments are received in response to
this proposed rule, no further activity is contemplated in relation to
this proposed rule. If EPA receives adverse comment, the direct final
rule will be withdrawn and all public comments received will be
addressed in a subsequent final rule based upon this proposed rule. The
EPA will not institute a second comment period on this document. Any
parties interested in commenting on this document should do so at this
time.
